He also pointed out the projected Tax Reform will be sent to Congress before November 30, which should allow to cope with the needs of federal, departmental, and municipal governments, as well as those of business people. Lula da Silva plans to make known on Tuesday the National Program for Science and Technology, which includes a federal investment of 28 billion dollars until 2010.
Lula himself commented the plan resulted from debates among the federal government, business people, and the scientific community, and sustained it is not a program for his government, but for the whole country.
